I have submitted to His Excellency the

Viceroy of the Two Kwang your letter setting forth the various points discussed at the interview which I had with His Excel- -lency the Governor of Hongkong some time ago in connection with the questions of extradition and the despatch of detectives or spies to each other's territories. The Viceroy is deeply grateful to His Excellency the Governor for the friendly assist- -ance so readily rendered in all matters; and concurs in all the measures detailed, under ten heads, in your letter. His Excel- -lency directs me to request you to inform His Excellency the Governor of Hongkong in this sense, and to say that in the course of the next few days he will depute the Taotai Superin- -tending the Police of Kwangtung, and myself to Hongkong to wait upon His Excellency the Governor; and, after due arrangements with the Captain Superintendent of Police of Hongkong, to decide upon a date on which the measures agreed upon in con- -nection with extradition and the despatch of detectives or spies to each other's territories, will be definitely carried out.
